A man has been charged in connection with a deadly accident in Cedar Falls over the weekend.

Investigators have determined that Charles Brooks, 42, of Champlin, Minn., was speeding at the time of the two-vehicle mishap. He faces a felony charge of serious injury by motor vehicle.

According to Cedar Falls police, the car Brooks was driving collided with a mini-van on the Iowa Highway 57 (1st St.) bridge over the Cedar River near Gateway Park early Saturday morning (Nov. 5, 2016). A passenger in the mini-van -- Daniel Combs, 59, of Waterloo -- was seriously injured in the crash, which occurred shortly after midnight.

The accident killed Cynthia Brooks, 38, of Waterloo. She was one of three passengers in the car driven by Charles Brooks. The other two -- Leslie Brooks, 43, and Kamyah Brooks, 7, both of Champlin -- suffered serious injuries.

Police said the mini-van's driver -- Randy Combs, 62, of Waterloo -- received minor injuries.

The accident remains under investigation.
