It's like an old pastime to the extreme.

Growing up, my parents' house was on the corner of the street and across the street from us was a fire hydrant. It was always a special day in our neighborhood when the city's public works would drive around to the different neighborhood fire hydrants and empty them. It was always one day a summer and as soon as we saw that truck going around, we called every kid in the area and we would follow it around. The city workers would open the hydrant and this brown water would shoot out and then it would become clear and they would let us play in the water. Then we'd hop on our bikes and chase them to the next hydrant.

You know he is missing some skin on his legs. Ouch!
